",,I'm not sure,,,,"> 500,000 items","This survey seems to assume that there's a formal process where someone suggests a collection for digitization and certain projects are chosen, but this isn't how our process works at all.  Generally, our main criteria are [1] funding sources (someone has to pay for digitization and/or metadata if we're doing them) and [2] the capacity that we have to accept projects -- otherwise they are scheduled out for a time when we expect to have resources available.  We digitize materials from many sources on our campus and from partner institutions in the state, or external partners for federal govdoc projects, and we accept materials digitized externally as well.  

The only time we have a process similar to this is our annual Rescuing Texas History grant program: essentially, we use the student funding allocated to our department by the Libraries to give out microgrants to institutions (or personal collectors) who can apply for up to $1000-worth of digitization/metadata.  For that program, a panel of Digi staff and history professors reviews the applications to decide which ones we will accept, if we cannot fund all of them.  The RTH program is only 1/4 - 1/3 of our annual digitization, along with materials from campus (e.g., other college departments, faculty requests, or special collections held in the Libraries), externally-funded projects (i.e., paid for by whomever owns the materials or is sponsoring the project), and grant-funded projects (federal, state, or foundation grants given to internal or external collection holders).

Different collections have different groups who make decisions about what will be digitized or prioritized (e.g., Special Collections makes priorities about their items, the Music Library makes priorities about their items, our external partners make decisions about what they will have digitized from their holdings, etc.).  There are also multiple collection development policies for departments in the Libraries (https://library.unt.edu/policies/#collection-development) -- several of these groups contribute materials to the Digital Collections including the Music Library, the Media Library, GovDocs, and Special Collections.

There are also a number of other policies related to the Digital Collections (https://library.unt.edu/policies/#digital-libraries) governing metadata, redactions of digitized materials, and preservation.

The main purpose of our policy around digital collections development is to have a clear reason for rejecting inappropriate projects if they come up -- e.g., modern, copyrighted books that a collector or partner does not hold the rights to; materials that a partner does not want to share publicly after digitization (we generally only digitize materials that will go into our Digital Collections); etc.  It also explicitly clarifies that we have a number of digitization/preservation projects that *must* be maintained because we have ongoing MOUs with NARA, the Texas State Library and Archives Commission, and others."
